Freight Pulse & Law Update: The REVOKE Act Targets Chameleon Carriers, FMCSA Pauses Biennial Updates, and Broker Carrier Lists Keep Shrinking
Three compliance developments are reshaping carrier onboarding and freight execution as of September 18, 2026. The REVOKE Act would strengthen USDOT enforcement against chameleon carriers, FMCSA has paused biennial-update enforcement during the MOTUS transition, and shrinking broker carrier lists make independent verification essential for every shipper and 3PL.
What would the REVOKE Act change?
H.R. 10237 was introduced September 2 by Reps. Dave Taylor and Shomari Figures and referred to the House Committee on Transportation and Infrastructure. The bipartisan bill, backed by the American Trucking Associations, would:
Require an active USDOT number to operate.
Require the Transportation Secretary to verify registration compliance before issuing a number.
Permit immediate deactivation for noncompliance or missing required updates.

What should carriers know about the FMCSA pause?
FMCSA suspended enforcement for biennial updates due on or after June 1, 2026, while carriers migrate to MOTUS, launched May 19. Relief continues until further notice, with advance warning before enforcement resumes.
Use only the official portal and watch for phishing sites. Intrastate-only carriers no longer have a federal biennial filing option in MOTUS, although state requirements may still apply.
Why are broker carrier lists shrinking?
Schneider National reportedly reduced its approved carrier list from approximately 60,000 to 14,000-about a 77% decline, as truckload capacity corrects and fraud controls tighten. Verify authority, insurance, and safety ratings directly; a broker list is not a compliance guarantee.
CVSA Brake Safety Week provides the backdrop: brake-system violations remain the leading out-of-service defect category. The FMCSA 90-day fuel-hauler hours-of-service waiver through December 16 does not cover dry van or reefer freight.

How can shippers reduce execution risk?
Third party logistics providers, supply chain management companies, and growing brands need one live view of carrier credentials, appointments, and inventory. FlowOps by Lanta is operator-built with patent-pending Agentic AI, supporting 3PL fulfillment services, 3PL Maryland operations, and Mid-Atlantic fulfillment through real-time visibility. Compliance and visibility are the same problem; Lanta Logistics gives growing operations the structured logistics execution needed to solve both.
