Freight groups are pushing a cargo-theft bill onto the year-end defense package as Bayway's 400 locked-out workers vote today.

Will the Combating Organized Retail Crime Act Make It Into the Year-End NDAA?

The Combating Organized Retail Crime Act faces a year-end push, with ATA, AAR and RILA urging Congress to attach it to the FY2027 NDAA. The House passed its version 348–60 in May; the Senate version sits in Judiciary.

  • It would create a DHS supply chain crime coordination center.

  • Prosecutors could aggregate theft values of $5,000 or more over 12 months to meet federal thresholds.

  • A GoRail webinar on Oct. 28 drew ATA, AAR, RILA and congressional staff; trucking's daily theft cost tops $18 million.

When Will Bayway's Locked-Out Refinery Workers Return?

A vote is underway today on a tentative Teamsters Local 877 deal reached Oct. 28, which could return about 400 workers locked out since Oct. 19.

  • Bayway, the East Coast's largest refinery, makes gasoline, diesel and jet fuel; ratification eases winter Mid-Atlantic fuel-supply risk.

What's Moving in the Mid-Atlantic This Week?

ADM earned the Port of Virginia's 2026 Shipper of the Year, while Baltimore's Seagirt grain transloader loads more than 200 export containers a week.

  • The Oct. 14 award makes ADM the first repeat recipient ever; it last won in 2013.

  • A William & Mary study credits the port with 565,000+ jobs and $63 billion in Virginia GDP.

  • Seagirt's grain facility opened in September, run by Ports America Chesapeake and Frey Commodities, with three 60,000-bushel silos.

  • Baltimore set a record 1,113,309 TEUs in 2025; August 2026 was its fourth-best container month ever.
