Freight Pulse & Law Update: UAE Cargo Pre-Filing Goes Mandatory, Truck Export Manifests Get a Pilot, and Maersk Adds a $400 Heavy-Load Fee

This week’s freight compliance picture is clear: regulators and carriers are demanding more accurate shipment data earlier in the supply chain. Shippers should update booking, customs, export, and container-weight workflows now, not after a cargo hold or unexpected surcharge.

What changed for UAE and U.S. import shipments?

The UAE’s Maritime Pre-load Cargo Information (MPCI) program became mandatory October 1. Shipping lines and freight forwarders must file cargo details with the National Advance Information Centre before loading cargo destined for, transiting through, or transshipping via the UAE. No filing means no load, according to The National.

  • Build 48–72 hours of filing time into UAE bookings.

  • Confirm which forwarder owns the filing and acceptance response.

  • Audit low-value parcel duty exposure before peak.

  • Prepare HS codes, values, and country-of-origin data at line level.

The CBP interim final rule indefinitely suspends the $800 de minimis exemption across non-postal modes; low-value commercial parcels now require appropriate entry procedures and may carry duty.

What does the truck export manifest pilot signal?

CBP’s voluntary two-year Electronic Export Manifest pilot begins October 23 for up to nine truck carriers. Participants submit limited data at least 24 hours before departure and the complete manifest two hours before final export-port arrival. The Federal Register notice explicitly anticipates future mandatory implementation.

  • Finalize BOL, cargo quantity, weight, description, shipper, consignee, and AES data early.

  • Prepare northbound and southbound border workflows.

  • Do not treat “voluntary” as “irrelevant.”

How will ocean costs and trucking rules move?

Maersk will charge a $400 Heavy Load Surcharge on 20-foot containers exceeding 25 tonnes to Germany and Poland, effective October 19. Recalculate drayage and container economics. Barron’s Law remains proposed, not law, and would add English testing and penalties up to $100,000 for illegal cabotage.

FMCSA’s reported October 5 emergency-relief expansion should be checked against the final declaration before dispatch. CVSA Brake Safety Week ran August 23–29, 2026; keep brake inspections current year-round.

Bottom line: Assign filing ownership, validate data at SKU and shipment level, and price regulatory changes into every lane before cargo moves.
