Freight Pulse: No ELD Escape, Motus Still Glitching

Two FMCSA realities matter heading into October: there is no paper-logbook workaround to the ELD mandate, and carrier registration data still needs extra verification before you tender freight. Add fresh state emergency relief on fuel, ag, and timber moves, and dispatch teams have more compliance variables to track this week.

What changed for carriers and shippers?

FMCSA denied a September 29 petition that sought to let certain drivers use paper logbooks instead of ELDs. The agency pointed back to the Congressional ELD mandate, which means there is no broad compliance shortcut. If a device is revoked, replacement procedures stay narrow and carrier-specific. For brokers, shippers, and third party logistics providers, the message is simple: keep ELD compliance checks tight.

One timing note on UCR: the 2027 fee increase takes effect October 1, 2026, not today.

Why does Motus matter right now?

The new Motus registration system is still producing errors tied to insurance, operating authority, and BOC-3 filings after its May launch. FMCSA has also temporarily paused USDOT number inactivations for missed biennial updates due on or after June 1, 2026.

That does not reduce risk. Verify carrier authority, insurance, and status in both Motus and SAFER before every tender, and retain backup screenshots in your shipment file. In a volatile supply chain, clean carrier setup matters as much as price.

Which lanes have temporary relief?

Georgia, Texas, Alabama, and Nebraska are allowing qualifying fuel, agricultural, and timber loads to use dyed diesel on public roads and move up to 95,000 pounds under emergency relief. Montana has extended federal hours-of-service flexibility to intrastate fuel haulers through December 16.

The REVOKE Act is still in committee, but if enacted it would let DOT deactivate a noncompliant USDOT number and block replacement registrations.

Clean carrier files and shipment visibility are the real hedge. Lanta Logistics supports structured logistics, fulfillment, and 3PL Maryland execution with FlowOps by Lanta for stronger shipment visibility across Mid-Atlantic fulfillment and beyond. Explore Lanta services or FlowOps.
