Keeping up with shifting freight regulations is a full-time job, but your bottom line can't wait. From the effective death of de minimis to new liability traps, here is what is moving the needle in June 2026.

The End of Duty-Free E-commerce

The era of duty-free small parcel imports has hit a wall. While the $800 threshold remains on the books, the new "Section 122" 10% surcharge and mandatory HTS classification now apply to virtually every commercial e-commerce shipment through July 24, 2026. If you are running Mid-Atlantic fulfillment for cross-border goods, factor in these entry filing costs and potential delays now. Every parcel now requires a formal or informal entry filing, significantly increasing the administrative burden on high-volume shippers.

HOS Breaks and Jones Act Reporting

Trucking and maritime sectors are seeing split shifts in oversight. Fertilizer haulers currently benefit from a multi-state Hours-of-Service (HOS) waiver allowing 16-hour drive times through August 26. On the water, the brief Jones Act waiver period has closed, but the work isn't over. MARAD is strictly enforcing 10-day post-voyage reporting for any foreign-flag moves made this spring. For a 3PL Maryland partner, precision in this paperwork is the only way to avoid the audit trail.

New Liability Traps for Shippers

The legal landscape just got more expensive. A recent Supreme Court ruling now allows state-law negligence claims against shippers and brokers regarding carrier selection. Federal preemption is no longer a guaranteed shield. This shift places a massive premium on vetting and documentation. Partnering with a Hazmat certified 3PL or a food-grade warehouse at our Glen Burnie warehouse location ensures your carrier network meets enterprise-level safety standards, protecting you from "negligent selection" lawsuits.
