Freight Pulse: Transpacific Rates Spiking & The Shipping Law Changes to Know Now
Rates are turning higher just as maritime compliance requirements expand. For importers, carriers, and every 3PL, the immediate priority is to price volatility correctly and convert regulatory deadlines into operating controls.
What is driving the transpacific rate spike?
Drewry’s World Container Index rose 1% to $4,297 per FEU, while transpacific spot rates surged approximately 13%–14% on both coasts. U.S. East Coast container freight is now above $7,900 per FEU, reflecting peak-season demand, Asian port congestion, blank sailings, and geopolitical pressure around the Strait of Hormuz and Red Sea. Drewry’s latest index data remains the key benchmark.
Plan for continued variability:
Secure capacity earlier for August and September orders.
Reprice delivered-cost assumptions weekly.
Review alternate ports, inland routings, and inventory buffers.
Require carriers to disclose blank-sailing and surcharge exposure.

Which shipping law changes require action now?
The 2026 rules affect incident reporting, vessel equipment, fire-suppression media, Chinese-port contracts, and engine emissions. IMO amendments effective January 1 require ships to report lost or drifting containers without delay to nearby vessels, the nearest coastal State, and the flag State. Certain new ships must also carry electronic inclinometers, while PFOS fire-extinguishing media is prohibited under the updated requirements.
China’s revised Maritime Code, effective May 1, mandates Chinese law for qualifying carriage contracts involving Chinese ports. On September 1, IMO NOx Technical Code amendments standardize certification after substantial engine modifications or Tier changes.

Compliance checklist for logistics teams
Update container-loss reporting procedures and escalation contacts.
Review bills of lading involving Chinese loading or discharge ports.
Audit fire-suppression inventories and replacement documentation.
Coordinate engine modifications with class, flag, and testing authorities.
Preserve incident, cargo, and dangerous-goods records.
