July 1st Law Update: Why the €3 EU Parcel Duty Changes Everything for E-commerce

The €150 customs duty exemption for low-value e-commerce imports into the EU is officially dead as of today, July 1st. In its place, a temporary flat customs duty of €3 per item is being rolled out, a shift that will fundamentally rewrite the margins for international sellers.
The Death of De Minimis
For years, non-EU e-commerce brands enjoyed a duty-free ride on orders under €150. That loophole closed this morning. This new €3 flat rate isn’t per parcel; it’s per tariff line. If your customer’s box contains a shirt and a pair of sunglasses, you’re looking at a €6 hit before VAT is even calculated. For brands with high SKU counts or low average order values, this is a bottom-line killer.
A Temporary But Costly Bridge
This regime is a transitional measure lasting until July 2028, designed to bridge the gap until the EU’s full Customs Data Hub is live. While the Commission claims this isn't a "tax on consumers," the reality is clear: higher operational costs for shippers and slower processing times at the border. Carriers are already signaling additional "handling fees" to manage the administrative burden of collecting these micro-duties.

Maryland Brands: Pivot Your Strategy
Mid-Atlantic brands scaling into Europe must rethink their 1PL-4PL strategies immediately. Relying on cross-border individual shipments is becoming too expensive and too slow. To maintain market share, brands are shifting toward localized warehousing. By positioning inventory within reliable Mid-Atlantic fulfillment hubs, you can aggregate shipments into bulk entries, drastically reducing the "per-item" duty bleed.
