Shanghai–New York: approximately $9,333
Panama Canal slot reductions begin September 4, followed by further tightening on September 15. Shippers moving U.S.-bound freight must compare canal reservations, West Coast routing, and longer Cape routes before capacity disappears.

How does the Jones Act waiver change planning?
DHS extended the Jones Act waiver through November 15, 2026, but added a mandatory pre-voyage authorization process. Shippers must submit a Vessel Availability Request to the Department of War, MARAD, and CBP. MARAD will conduct a market survey for coastwise-qualified vessels before approving foreign-flag capacity.

What does the FMC ruling require?
A March 2026 court ruling confirmed that extreme pricing may indicate bad faith when a carrier unreasonably refuses to negotiate vessel space. Carriers must also file an annual, documented export policy with the FMC.
