The 18:00 Freight Pulse: 5 Reasons These New Shipping Laws Matter for 3PL Providers

The regulatory floor just dropped out from under the e-commerce world. As of June 24, 2026, the suspension of Section 321 de minimis exemptions and new liability rulings have fundamentally rewritten the rules for 3PL Maryland operations and global shippers alike.

1. The Death of Duty-Free E-commerce

Section 321 is effectively dead. Every commercial parcel entering the U.S. now requires a formal entry filing and a 10-digit HTS classification. The days of "duty-free" low-value shipments are over, forcing high-volume brands to pivot their Mid-Atlantic fulfillment strategies immediately to manage the sudden administrative surge.

2. The 10% Section 122 Surcharge

On top of standard duties, a new 10% "Section 122" surcharge is now in effect for all inbound parcels through July 24, 2026. This isn't a suggestion; it’s a direct hit to the bottom line for any brand utilizing a Glen Burnie warehouse for rapid distribution.

3. High-Stakes Carrier Selection

A recent Supreme Court ruling has opened the floodgates for state-level negligence claims against brokers and 3PLs. Vetting is no longer just "best practice": it is a legal shield. At Lanta Logistics, our rigorous safety protocols protect clients from this expanded liability exposure.

4. Carbon Costs Hit the Water

With the UK ETS expanding to maritime on July 1 and the EU ETS already in full swing, ocean freight surcharges are spiking. Shippers must now account for 100% of emissions for in-port stays and domestic voyages.

5. SOLAS Compliance for Hazmat

New SOLAS amendments demand immediate reporting of lost containers and tightened rules for lithium batteries. Whether you need a food-grade warehouse or a Hazmat certified 3PL, compliance documentation is now a prerequisite for port access.
