Freight Pulse & Law Update - 19:00
Freight markets are splitting by lane while security events and regulatory deadlines raise execution risk. Treat routing, rate exposure and cargo documentation as one operating problem: not separate updates.
Turkey is restricting Dardanelles traffic to Russian and Ukrainian Black Sea ports after a surge in attacks on commercial shipping. Meanwhile, Iran–Oman talks on reopening Hormuz remain active, but any reopening depends on broader regional conditions and U.S. concessions. New OFAC sanctions targeting IRGC-linked transit-insurance schemes add screening requirements for carriers, insurers and shippers.
Ocean pricing is moving in opposite directions: trans-Pacific spot rates to the U.S. West Coast rose 14% this week, while Asia–Europe fell 5%. Typhoon Dolphin has pushed dry-bulk rates to three-week highs and created congestion at Asian ports. UPS and FedEx are prioritizing higher-margin business, accelerating parcel-market consolidation. Truckload rates are roughly 50% above year-ago levels, keeping domestic transport budgets under pressure. Freightos data reflects the wider volatility.
The compliance calendar is equally dense. PHMSA’s Aug. 4 package includes 16 final rules, including electronic emergency-response information; paper-check payments end Sept. 3. The EU PPWR replaces the 1994 Packaging and Packaging Waste Directive on Aug. 12. Ecuador’s Hamburg Rules took effect Aug. 1, shifting carrier responsibility to the port-to-port custody period. India extended its Sea Cargo Manifest transition deadline to Aug. 31; Kenya now requires an ACD platform for containerized imports; Vietnam will require port-of-entry clearance for 12 import categories beginning Aug. 14.
Shippers should validate alternate routings, reprice accessorials, confirm sanctions screening and audit manifest data before cargo moves. For brands relying on a 3PL Maryland partner, Mid-Atlantic fulfillment, a food-grade warehouse or Hazmat certified 3PL, Lanta Logistics provides real-time supply chain visibility and compliance support: including coordination for operations tied to a Glen Burnie warehouse.
