Freight Pulse & Law Update: Cabotage Fines, Cargo Theft Blitz and Port Delays
September closes with tighter compliance, higher costs, and more port uncertainty. Growing brands and third party logistics providers should tighten documentation, carrier vetting, and real-time supply chain visibility before Q4 peaks.
What freight operators need to know
Barron’s Law, introduced September 28, proposes fines up to $100,000 per vehicle per day for illegal cabotage plus mandatory English-language proficiency tests. It is not enacted law. Industry coverage.
The REVOKE Act, H.R. 10237, would target chameleon carriers by requiring an active USDOT number and allowing immediate deactivation for invalid or outdated registrations. Read the bill.
FMCSA’s 2027 UCR fee increase, effective October 1, averages 20%, with fees from $55 to $54,165. Final rule.
A September 23–24 cargo-theft blitz led to arrests and about $635,000 in recovered freight, including $600,000 in transformers.
CBP’s Form 5106 enforcement began September 18. Errors in importer names, tax IDs, addresses, emails, or phone numbers can void an Importer of Record number. Audit every record before the next booking. CBP notice.
Why capacity planning matters now
LA/Long Beach delays are rising, Asia-to-USWC spot rates reportedly hit $8,446 per FEU, and diesel averaged $6.529 per gallon, with inventories near their lowest level since 1982. China-linked vessel fees are set to resume November 10 unless USTR extends the pause.
Use a warehouse management system and logistics software to track exceptions, documents, inventory, and carrier status in one view.

Practical expert insight
Treat compliance as a shipment milestone. Verify USDOT status, insurance, UCR registration, importer records, seals, appointment windows, and proof of delivery before freight moves. CVSA Brake Safety Week ran August 23–29, 2026, but routine DOT inspections continue, so brake records still matter.
