Freight Pulse & Law Update: CH Robinson Buys RXO, HOS Relief Returns, and the Market Takes a Breath

Freight’s operating picture is shifting: a major brokerage acquisition is pending, emergency HOS relief has expanded, and the pricing index has eased for a fourth straight week. But the market still favors carriers, so plan Q4 moves around capacity and reliability, not assumed rate relief.

What could the CH Robinson–RXO deal mean for shippers?

The announced $5.8 billion acquisition would combine two large logistics networks, with a close expected in the first half of 2027 pending approvals. For shippers comparing supply chain management companies, greater scale may broaden service options, but integration can create transition uncertainty. Track service levels and pricing terms rather than expecting immediate savings.

  • RXO holders are set to receive $17.25 cash plus 0.0856 CHRW shares per share under the standard consideration.

  • The companies target $300 million in annual run-rate synergies within two years after closing.

What changed in emergency HOS relief?

Effective October 5, FMCSA restored automatic regulatory relief after qualifying regional emergency declarations from 14 days to 30 days. It applies to commercial vehicles providing direct assistance, not every carrier, and relief ends sooner if the emergency period ends. Review the declaration’s scope before dispatching.

Is the freight market easing for Q4?

The SONAR Pricing Power Index slipped to 70, its fourth weekly decline, but remains above the neutral 50 mark, so carriers still hold negotiating leverage. Intermodal contract rates fell to $1.61 per mile from $1.68, while spot rates eased to $3.52 and remained near the 95th percentile.

  • Three-month outlook: 76.

  • Port-to-rail dwell was reported as high as 11 days in Savannah and seven in LA/Long Beach; vessel reliability remains a planning risk.
