Rates may have peaked, but shippers should not expect a quick break. New rules also change how carriers dispute safety records and how autonomous trucks warn motorists.

Are truckload rates expected to fall?

No. FTR’s October 15 outlook points to flat-but-elevated rates. Utilization is near 99%, easing only to ~96% through 2027.

  • Latest all-in spot rates: dry van $2.86/mile, up 45.2% year over year; reefer $3.54/mile. Ex-fuel 2026 growth: 37.6% dry van, 35.8% reefer, slowing to ~3% in 2027.

Budget for elevated rates, not a 2027 price break.

What changed in DataQs and truck warning rules?

The reformed DataQs review process is live nationwide, with three stages: initial review, independent reconsideration, and final senior review. Requests open within a week; decisions are due within 21 days per stage, 45 for final review, and the burden of proof sits with the requestor.

A five-year FMCSA exemption lets eligible Level 4 autonomous trucks use cab-mounted amber beacons instead of roadside triangles. Beacons must meet SAE Class 1 standards, sit at least 100 inches high, and activate within five minutes. Carriers must give advance notice and report crashes within five days; human-driven fleets keep triangles.

What other compliance and security updates matter?

  • FMCSA restored a 30-day automatic regional emergency-relief window, effective October 5 (rule).

  • English-proficiency out-of-service rulemaking remains in process; violations fell from 100,000+ in 2014 to ~9,700 in 2024.

  • BNSF expanded its Overhaul security partnership across 32,500 miles; confirm which loads Overhaul monitors.

What should Mid-Atlantic fleets prioritize?

For I-95 moves from Maryland toward New England, review lane budgets and visibility. Aug. 23–29 CVSA Brake Safety Week focused on drums and rotors; keep that discipline through Q4.
