Freight Pulse & Law Update: Parcel Costs Hit an All-Time Record as Fuel Surcharges Detach From Diesel
Parcel shipping is projected to reach its highest annual cost on record in 2026, with peak fees and fuel surcharges lifting Q4 rates. The latest TD Cowen/AFS Freight Index suggests surcharges, not base rates alone, now determine what shippers pay.
How high are parcel rates forecast to go?
The Q4 ground parcel rate-per-package index is forecast at 43.3% above its January 2018 baseline; express is projected to set a fifth consecutive quarterly record.
Ground: +5.8% year over year and +3.2% quarter over quarter.
Express: 20.3% above baseline and +13.8% year over year.

Why are fuel surcharges rising faster than diesel?
From Q1 2021 to September 2026, the average parcel fuel surcharge rose from 7.75% to 30%. AFS estimates that 72% of this 22.25-point increase came from carriers rewriting surcharge tables, not higher pump prices. Even if diesel returned to $2.91 per gallon, the surcharge would still be 23.75%. AFS chief analytics officer Mingshu Bates says the surcharge has become “a revenue lever” as well as a fuel-cost pass-through.
What changes should shippers watch?
Peak fees and delivery-area reclassifications add pressure:
UPS Ground residential: $0.75 per package, Nov. 22–Dec. 26; FedEx Ground/Home Delivery residential: $0.80, Nov. 23–Dec. 27. UPS schedule · FedEx schedule
SpeedX’s 5% peak rate adjustment starts Oct. 20. FedEx’s Jan. 4, 2027 GRI moves 2,533 ZIP codes to the $17.75 Remote delivery-area tier. FedEx fee changes

What should operators do now?
Audit surcharge tables, check destination ZIP codes against FedEx’s new tiers, and rebalance volume across carriers. Regional and alternative carriers are gaining share as shippers diversify capacity and reduce exposure to peak fees.
