Key developments:

  • Diesel order: The October 9 Federal Register order defers qualifying diesel excise payments and waives penalties for dyed diesel used on highways through December 31.

  • Limits: It does not forgive tax or override state law or EPA rules.

  • Operational watch: Dyed diesel remains limited at retail truck stops, and ATA and OOIDA have flagged missing implementation guidance.

  • Tariffs: The Court of International Trade certified an importer class seeking refunds of IEEPA duties. Preserve entry records, liquidation documents and payment proof; certification is not a guaranteed refund.

  • Ocean:Hapag-Lloyd suspended bookings for Manila, Batangas and Subic Bay through December 31.

  • CBP: A proposed rule would require electronic filing by or upon arrival for shipments valued at $2,500 or less.

  • Importer data: Audit ACE and Form 5106 records; inaccurate information can lead CBP to void an importer number.

  • EU: A €2 handling fee per item is expected to take effect November 1. Confirm national implementation details.
