The tightest driver-facing compliance deadline of the week is today: FMCSA’s public comment window for its English-proficiency and out-of-service proposal closes Friday, October 9, 2026.

What should carriers and shippers do today?

Submit final comments and review driver qualification procedures against the FMCSA proposal.

  • The proposal would align English-proficiency violations with out-of-service criteria.

  • Maintain out-of-service readiness through equipment checks, documentation, and dispatch visibility.

Why are ocean and truckload markets splitting?

Trans-Pacific spot rates are near 12-month highs: roughly $9,600 per FEU from Asia to the U.S. East Coast and $8,400 to the West Coast, supported by record September U.S. import volumes. Higher ocean costs are even threatening Asia’s appetite for U.S. crude exports. Meanwhile, Asia-Europe rates have fallen for 13 straight weeks, about 34% in North Europe and 43% in the Mediterranean since July, as carriers float new increases into softer post-peak demand. FreightWaves reports.

Truckload capacity is not recovering quickly. For-hire tractor counts fell about 51,000 in August, while tender rejections approach 14%, roughly three to four times the 2023–2025 range. Insurance costs and driver shortages are still blocking new capacity, keeping conditions tight into early 2027.

I-95 corridor coverage: Maryland through New England

New Jersey and New York demand port, rail, and truck-restriction planning. Connecticut, Rhode Island, Massachusetts, and Maine require state-specific routing, winter-readiness, and rate reviews. Do not use one corridor-wide quote for every move.
