Freight Pulse & Law Update: FMCSA Has Pulled 10,000 CDL Training Providers as Sea Drones Hit a Boxship in the Black Sea
FMCSA’s safety sweep now reaches driver training, ELD compliance and carrier registration, while a Black Sea strike adds fresh risk.
Why is FMCSA removing driver training providers?
FMCSA safety chief Steve Dowling said Oct. 28 that more than 10,000 driver training providers left the Training Provider Registry since December 2025, separate from August’s action against 110 CDL schools tied to 5,000-plus drivers cited for English-language violations.
FMCSA also removed over 100 noncompliant ELDs and blocked nearly 600. About 95% of carrier registration runs through Motus, with biennial updates suspended during fixes. Chameleon-carrier cases are moving with DOJ and FBI; 2027 brings hours-of-service flexibility research and a Safety Measurement System review.

What else moved overnight?
Three sea drones struck a container ship carrying 421 boxes from Haifa to Constanta on Oct. 28. All 18 crew evacuated; the vessel was left listing. The U.S. Navy told ships to remain well clear of the Strait of Hormuz, its first such notice since July. Small carriers have filed 221 bankruptcies in 2026.
Key takeaway: The sweep hits CDL school, ELD and carrier registration, so shippers should re-verify who is moving freight.
