Three compliance developments will shape carrier operations heading into Q4: FMCSA’s temporary registration relief, a new federal CDL-fraud reporting channel, and continuing litigation over non-domiciled CDLs.

What does FMCSA’s USDOT deactivation pause mean?

FMCSA has temporarily suspended USDOT number deactivations for missed biennial updates due on or after June 1, 2026, while the agency stabilizes its MOTUS registration system. The agency says enforcement will resume later with advance notice. The underlying update obligation has not disappeared.

  • Interstate carriers should complete updates as soon as the system permits.

  • Document failed login attempts, submissions, and agency communications.

  • Intrastate-only carriers must still check their state’s registration rules.

Read the FMCSA notice before treating the pause as permanent.

Why is CDL fraud receiving federal attention?

DHS and ICE launched a 24/7 CDL-fraud tip line: 866-347-2423. Report suspected fraudulent licensing with specific names, dates, locations, carriers, and records.

Meanwhile, California and FMCSA argued before the D.C. Circuit over the federal pause on non-domiciled CDLs. FMCSA cited roughly 20,000 of 65,000 improperly issued licenses, keeping driver eligibility and credential verification in the spotlight. Review the FMCSA non-domiciled CDL guidance.

What should carriers and shippers do before Q4?

  • Audit CDL status, domicile, lawful authorization, and expiration dates.

  • Review driver qualification files and escalation procedures.

  • Use the CVSA Brake Safety Week inspection focus: held August 23–29, 2026: to verify brake drums, rotors, and inspection records.

  • Plan for tighter capacity: Uber Freight reports dry van contract rates up 18% year over year, while tender rejections reached 13.45%. Build backup capacity now.
