Three deadlines now require immediate operational attention: Maersk’s EU cargo documentation rule begins September 30, diesel reached $6.529 per gallon, and FMCSA’s revised DataQs review process is active.

What changes for EU-bound cargo on September 30?

Maersk will enforce “No MRN, No Load” for ocean cargo requiring an EU ICS2 Entry Summary Declaration. A valid Movement Reference Number must be secured at least 24 hours before vessel arrival at the port of loading. Without it, cargo can be excluded from the loading list, rolled to a later voyage, and exposed to delay costs.

Common rejection causes include:

  • Invalid six-digit HS codes

  • Unclear BCO-versus-forwarder identification

  • Incorrect EORI formatting

  • Generic descriptions such as “parts” or “clothing”

  • Incomplete shipper or consignee details

Review Maersk’s ICS2 notice and move filing deadlines forward.

How are freight costs and compliance shifting?

EIA data places national on-highway diesel at a record $6.529 per gallon, driven by Strait of Hormuz disruption and global supply pressure. Week-ending September 19 spot rates were $2.96 per mile for dry van, $3.59 for reefer, and $3.55 for flatbed, leaving carriers with severe cash-flow pressure.

Effective September 18, FMCSA’s DataQs overhaul provides three independent review stages: initial review, reconsideration, and final review. Public comments on proposed mandatory out-of-service orders for English-proficiency violations remain open through October 9, while hours-of-service pilots are being refined for 2027.

The change also matters after CVSA Brake Safety Week, held August 23–29. Roadside brake data now moves through the new DataQs review framework.

What changes for Canadian-origin imports on September 29?

Section 338 import prohibitions begin at 12:01 a.m. ET for specified Canadian alcoholic beverages, dairy products, and motor vehicles. Goods imported before the deadline but not yet entered for consumption retain the existing 50% additional duty treatment.

For third party logistics providers, supply chain management companies, and brands managing inventory management for ecommerce, visibility must connect documentation, freight status, and cost exposure.
