A revised U.S. tariff list for Canadian goods takes effect October 30, giving importers and customs brokers only days to check classifications. Meanwhile, USTR has opened public comment on the 2027 USMCA joint review, with submissions due January 12.

What changes on October 30?

Starting at 12:01 a.m. ET on October 30, 2026, the revised list changes which Canadian goods face additional Section 338 duties. Specified plywood sheets, paper products, refrigeration equipment, and packing materials are removed; certain valves, carpets, waste products, and other items are added. The duties can reach 50% ad valorem, apply regardless of USMCA origin, and stack with applicable Section 232 duties.

The White House fact sheet confirms the product changes; PCB Global Trade reports roughly 100 HTS lines added and 22 removed.

  • Check classifications: Match affected products to the amended HTS provisions.

  • Update entries: Coordinate item-master and broker changes before the effective date.

  • Recheck landed costs: USMCA qualification does not remove these duties.

What is the USMCA comment deadline?

USTR’s consultation for the 2027 joint review remains open through January 12, 2027, at 11:59 p.m. EST. File written comments under docket USTR-2026-0595 and hearing requests, including a testimony summary, under USTR-2026-0596 through comments.ustr.gov. After the July 2026 decision not to extend USMCA for a new 16-year term, annual joint reviews will continue while the agreement remains in force.

Filing instructions: Federal Register notice and USTR announcement.

What does this mean for I-95 shippers?

Along I-95 from Glen Burnie to New England, importers redistributing Canadian goods should align broker instructions, item masters, and landed-cost assumptions with the October 30 change. Removing specified plywood classifications may help Mid-Atlantic construction supply.
