Freight Pulse & Law Update: Shanghai Backlogs Threaten Christmas Cargo, FMC Opens Comment Window
Typhoon Dolphin has reopened Shanghai’s Yangshan and Waigaoqiao terminals, but the recovery is not complete. Accumulated vessel, yard, and trucking congestion could add seven to 10 days to affected shipments: putting Christmas inventory at risk. Operational updates confirm phased terminal reopening began August 11.
How should shippers manage the Shanghai backlog?
Treat East China cargo as a peak-season exception, not a normal sailing.
Recheck vessel schedules, cutoffs, and destination appointments.
Move Christmas-sensitive SKUs earlier where possible.
Split bookings across carriers or alternate Asian gateways.
Use air, rail, or sea-air options only for high-margin or time-critical goods.
The disruption also compounds geopolitical risk. Tanker attacks have slowed Strait of Hormuz transits sharply, while reported AD Ports UAE volumes fell 65% in Q2. Shippers are evaluating Gulf land bridges, including overland connections to Red Sea and Oman gateways, to reduce dependence on the chokepoint.
What does the FMC comment window change?
On August 11, the Federal Maritime Commission opened a 60-day public comment period covering OTI licensing, financial responsibility, and related forms under 46 CFR Part 515. Comments are due October 13, 2026, through Federal Register docket FMC-2026-0298.
The FMC is replacing its legacy Internet Explorer workflow with Microsoft Entra ID and ServiceNow PSDS. Review licensing records, financial responsibility documents, and partner compliance before submitting comments or renewing contracts.
What should fleets prepare for next week?
CVSA Brake Safety Week runs August 23–29, focusing on brake drums and rotors. Cracked, excessively worn, or damaged components can trigger out-of-service violations, removing vehicles until repaired.
