Freight Pulse & Law Update: Spot Rates Ease, Hormuz Shows Life, and New Emissions Rules Reshape Costs

As of August 28, container pricing is easing: but the global freight market is not normalizing. Hormuz traffic is recovering only marginally, Panama Canal capacity is tightening, and new emissions and safety requirements are increasing the cost of execution.
Why are container spot rates easing?
The Drewry World Container Index slipped 1% to $4,473 per 40-foot container. Trans-Pacific and Asia–Europe rates declined, while the recent climb on Asia–U.S. East Coast lanes stalled.

Shanghai–Genoa: down 2% to $4,866
Shanghai–Rotterdam: down 3% to $4,287

Treat this as a repricing window: not proof of a sustained slide. Capacity discipline can reverse the trend quickly.
Is the Strait of Hormuz recovering?
Early signs are positive but limited. Traffic had fallen approximately 95% during the disruption; modestly higher transit activity has softened Middle East spot rates. War-risk and congestion premiums still push affected lanes above $10,000 per FEU.
The Panama Canal adds pressure. Daily transits are scheduled to fall to 34 on September 3 and 32 on September 15, keeping global capacity and routing costs volatile through Q4.
What changes in maritime emissions law?
The EU ETS now covers methane and nitrous oxide and reached 100% phase-in on January 1, 2026. The UK ETS began applying to maritime domestic voyages on July 1, 2026.
IMO amendments now in force require mandatory container-loss reporting, add new emission-control areas in the Canadian Arctic and Norwegian Sea, and ban PFOS-containing firefighting foams. For newbuilds ordered from January 1, 2027, upgraded EEDI Phase 4+ and CII A-rating standards apply.
What does DOT enforcement require?
CVSA Brake Safety Week runs August 23–29, with inspectors focused on brake drums and rotors. Critical defects can place a truck out of service. Complete inspections before dispatch.
How should shippers respond?
Use a warehouse management system and logistics software to connect bookings, SKU positions, landed-cost changes, and delivery commitments. Growing brands should compare third party logistics providers and supply chain management companies on visibility: not only quoted rates.
