The freight network is reopening unevenly. Hormuz lanes are technically clearer, East China ports are recovering from Typhoon Saudel, and tighter U.S. rules are increasing the documentation burden for coastal cargo.
What is happening in the Strait of Hormuz?
According to CENTCOM reporting, Iranian sea mines have been cleared from internationally recognized shipping lanes. U.S. forces helped protect approximately 1,500 commercial transits carrying nearly 750 million barrels of crude.
Traffic remains far below normal:
Recent daily volume: roughly 5–15 vessels
Pre-disruption volume: approximately 120–140 vessels daily
Ongoing concerns: insurance, security, and possible drifting mines

How severe are Shanghai and Ningbo delays?
Typhoon Saudel disrupted Shanghai and Ningbo operations, with Yangshan vessel waits reaching 11 days. Port omissions, rollovers, blank sailings, and diversions could extend shipment delays to 10–14 days.

What changed in the Jones Act waiver?
The U.S. extended the waiver from Aug. 17 through Nov. 15, 2026, but narrowed eligibility from more than 600 HTS codes to 237 focused on energy and fertilizer. A pre-voyage Vessel Availability Request is now required for foreign-flag movements through the Department of War, MARAD, and CBP. U.S.-flagged vessels receive priority.
