Freight Pulse & Law Update: Trans-Pacific Rates Hit Annual Highs, Mexico Cross-Border Tightens Into 2027, and the Rhine Runs Dry

Three disruptions are increasing Q4 supply-chain exposure: elevated trans-Pacific spot rates, tighter Mexico cross-border trucking capacity, and critically low Rhine water levels. Importers should secure capacity, confirm compliance records, and add time to European inbound plans.

Why are trans-Pacific rates near annual highs?

Asia–U.S. spot rates are approximately $8,400 per FEU to the West Coast and $9,600 per FEU to the East Coast. Blank sailings, Asian port congestion, and a post-Golden-Week factory rebound are limiting available space. Three-week import projections into Long Beach are about 50% above year-ago levels, according to market reporting.

  • Shippers still booking spot face significant Q4 cost exposure.

  • Secure vessel capacity early and test alternatives for inland moves.

What is tightening Mexico cross-border freight?

Driver visa revocations and intensified enforcement of English-language proficiency and cabotage rules are constraining usable capacity. C.H. Robinson’s October update reports that U.S. authorities withdrew visas from 25,000 Mexican freight drivers.

Separate October 14 federal guidance clarifies how to assess U.S. content in qualifying Canadian and Mexican goods for applicable Section 232 treatment. Recheck carrier eligibility, USMCA origin certifications, and supporting content records.

What does low Rhine water mean for European inbound?

The Kaub gauge was 16 cm on October 15, far below Contargo’s 150 cm minimum level. Loaded barge service is severely constrained; where transport continues, market-reported surcharges reach about $1,350 per FEU. Contargo’s current notice lists surcharges up to €1,280 per 40-foot container and warns that transport obligations end at very low gauge levels. Build buffer time and price road or rail alternatives.
