Freight Pulse & Law Update: Trump–Xi Truce Runs to January, Tender Rejections Snap Back, and Six Days to the UCR Hike

As of September 25, shippers have six days to prepare for higher UCR fees while freight markets tighten across truckload, LTL, ocean, and intermodal lanes.

Why is Q4 freight planning tightening?

The September 24 Trump–Xi summit produced no new deal but extended the trade truce through January 10, 2027. Tariff reductions and the critical-minerals export-controls pause remain. Reciprocal tariff cuts and agricultural purchases are unresolved, preventing a peak-season shock but offering no certainty after January 10.

  • Canada: New U.S. prohibitions on specified dairy, alcohol, and vehicle products begin September 29.

  • Truck: Tender rejections rebounded above 14% after falling to 13%; diesel remains above $6, LTL fuel surcharges run 43–54%, and full intermodal capacity pushes overflow over the road.

  • Ocean: West Coast spot rates rose 4% to more than $8,100 per FEU; East Coast rates sit near $9,600. Golden Week blank sailings, congestion, and 6.5-day Los Angeles/Long Beach dwell sustain peak pricing. A German-port strike vote closes October 1; results arrive October 2, with 75% support required for indefinite action.

What freight law deadlines matter before October?

FMCSA UCR fees rise an average of 20% for registration year 2027 on October 1: the broker/small-fleet bracket moves from $46 to $55, while the largest bracket rises from $44,836 to $54,165. The paper Medical Examiner’s Certificate waiver ends October 11; drivers and carriers must use the National Registry (NRII) electronic system or risk CDL downgrades.

  • Maintenance: CVSA Brake Safety Week findings and brake-related out-of-service violations remain critical Q4 maintenance data points.
