Sunday, August 30, 2026: Ocean capacity, domestic trade waivers, and vehicle enforcement require immediate planning. The Panama Canal will reduce daily slots beginning September 3, while U.S. operators face tighter voyage-level Jones Act procedures.

What changes at the Panama Canal?

Beginning September 3, the Panama Canal will offer nine Neopanamax and 25 Panamax slots daily. Panamax capacity will fall again to 23 daily slots on September 15. Vessels arriving without a secured reservation should expect longer waits; the Canal states that only a confirmed reservation guarantees a transit date.

Reserve critical sailings early, review alternative routings, and model schedule and surcharge exposure before committing inventory to a constrained lane.

What does CMA CGM’s CCCC agreement mean?

On August 30, CMA CGM and China Communications Construction Company signed a memorandum of understanding to explore cooperation involving ports, dry ports, warehouses, rail, and inland logistics corridors. The agreement may support broader end-to-end network development, but no individual projects, investment commitments, or construction timetable were announced.

How does the Jones Act waiver change?

The current U.S. Jones Act waiver extension runs through November 15, 2026. The new voyage-by-voyage Vessel Availability Request requires MARAD to survey the U.S.-flag market before a covered foreign-flag voyage is authorized. CBP guidance should control applicability, and shippers should have qualified maritime counsel verify each movement, commodity, vessel, and deadline.

What remains after Brake Safety Week?

CVSA Brake Safety Week concluded August 29, but DOT/FMCSA vehicle maintenance obligations continue year-round. Treat inspections as a standing compliance requirement: not a seasonal event.

Action steps:

  • Secure Panama reservations and add ETA buffers.

  • Recheck Jones Act eligibility and retain CBP documentation.

  • Verify brake, maintenance, and inspection records.

  • Link freight milestones to inventory and customer commitments.
