September 26, 2026, Direct answer: The U.S.–China Busan Agreement truce may run to January 10, 2027, but tariff exclusions and maritime fees still expire November 9 unless USTR issues its own notice. Shippers also face a proposed FMCSA 24-hour drug out-of-service rule, UCR fee hikes, record diesel and tight ocean capacity.

What changes before January 10, 2027?

Treasury Secretary Scott Bessent said the verbal truce moved from November 10, 2026, to January 10, 2027. That does not change statutory trade measures.

  • November 9 still controls absent a USTR Federal Register notice or CBP CSMS guidance.

  • The separate 7.5% excess-capacity tariff still covers 16 economies.

What are FMCSA and UCR changing?

FMCSA granted a CVSA petition and opened rulemaking under 49 CFR 392.4. The proposal would create a mandatory 24-hour out-of-service period for drug-possession violations.

  • UCR fees rise an average of 20% effective October 1, 2026.
